:: Little bit of History

Texas was the first state to require licensing when it passed a law in 1985 that required inspectors to be trained, tested and licensed by the state.

From 1981 to 1985 inspectors in Texas only had to be registered with the state to conduct inspections.

The inspector training in Texas is considered to be the most extensive and difficult compared to other states.

Professional inspectors in  Texas are required to complete at least 16 hours of continuing education  each year to maintain licensure.

Residential Property Inspections

 

According to statistics from the “American Society of Home Inspectors” (ASHI), and the “National Association of Home Inspectors” (NAHI), only about 10 to 15% of homes sold ten years ago had real estate inspections performed. Today, more than 50% of the houses sold in the United States are inspected and more homes are expected to be evaluated in the future.   Because of the increased cost of home ownership, technological advances in building construction, materials and a multitude of financing options, it is essential to have residential properties inspected. This includes newly built constructions as well as older dwellings.  Since some older construction practices and materials are construed as antiquated by today’s standards that can pose some safety hazards, it is in the best interest of the real estate buyers, owners, sellers and other interested parties to be aware of certain defects that are not always obvious to the untrained eye.

Today, many mortgage lenders are requiring inspections for the properties they mortgage.  With the current escalation of foreclosures, lenders are interested in the current condition of the property they have a financial interest in. Property Performance Assessments can determine the current condition, occupancy and other information.

New Construction Inspections

 

New Construction inspections are often referred to as "Phase Inspections" and are extremely critical when building new construction.  However they are often overlooked since home owners assume that phase inspections are being performed by city code inspectors on the homes  they are having built.  This is not always the case though.  It is rare to have phase inspections performed by city or municipal inspectors if the property is being built outside of city limits.  Many builders admire this situation since it saves  in construction cost by not having to pay for code inspections or procure building permits.  A home that is being constructed without proper phase inspections performed is a loosing proposition to the home buyer.  Most construction problems can be eliminated if all homes are inspected in phases while being built.  PPA's inspects the following in seven phases.

  • Foundation form framing and underground utilities

  • Poured foundation, rough framing and roof decking

  • Rough plumbing, electrical and mechanical

  • Exterior facade, fenestrations and roof covering

  • Interior drywall, cabinets, and plumbing fixtures

  • Interior doors, floor covering, trim and fixtures

  • Final inspection of appliances, electrical, mechanical, and plumbing,

If it is mandatory to have homes inspected by municipalities when being built inside city limits, doesn't it make since to have phase inspection performed where construction is outside city limits and are not regulated by code officials?

 

Real Estate Consulting

 

PPA provides consulting services for buyers as well as sellers of commercial and residential properties.  Sellers greatly benefit from this service since we identify specific problems that are deemed as  "in need of repair".  This valuable services accomplishes the following:

Usually, real estate buyers are going to have the property they are buying inspected. It's in a sellers best interest to have a pre-listing inspection conducted prior to having a buyer's inspection performed.  PPA can assist it's clients with this process.

 

Insurance VIP Inspections

 

Many insurance carriers and their underwriters are requiring a Voluntary Inspection Program (VIP) inspection performed.  These inspections are generally requested when a property has sustained damage and an insurance claim has been paid to repair it. This inspection is usually ordered when a home owner's policy is written or renewed. 

 

When a VIP inspection is performed and the property meets the criteria of being in average or better than average condition, then a certificate is issued and will usually be sent to the insurance carriers.  This allows insurers to properly set the premium for coverage.

 

Risk Management Inspections

 

These are inspections ordered by an insurance carrier's underwriter so as to identify conditions, exposures and hazards to a risk (property) that they will write coverage on.  Risk Assessment Inspections are requested prior to renewing insurance coverage or extending coverage for a risk.  A typical risk assessment inspection observes and details the following:

  • Documents type of Construction

  • Describes Hazards on and around premises

  • Assesses Exposures

  • Determines Physical Condition

The information PPA collects for it's insurance clients is used to determine Insurability of property and determine the premium for insurance coverage.
